Managers of inter-municipal enterprises from the Republic of Moldova follow the experience of their colleagues from Romania

Managers of inter-municipal enterprises and representatives of local authorities from Moldova went on a study visit to Romania for an experience exchange in the organization and management of the communal services in rural areas.

The visit took place from 5 till 12 July 2015, where the managers of the 10 enterprises created with the support of the Joint Integrated Local Development Programme had the opportunity to discuss with private operators, inter-community development enterprises, local authorities, representatives of professional associations in the field of public services.

Ghenadie Ivascenco, consultant for inter-community cooperation within the Joint Integrated Local Development Programme says that the experience of the Romanian villages in the field of communal administration is very useful for villages from Moldova, because of the similarities in mentality, having "the same starting point" on the path of Europeanization and modernization. "Managers of the inter-municipal enterprises from Moldova came back with enthusiasm and new ideas to raise the level of performance of inter-municipal enterprises", believes Ghenadie Ivascenco.

For a better understanding of the specific of various areas in the neighboring country, participants learned the specific of the  Romanian operators work discussing within 10 thematic meetings in localities from five districts from Romania.

Larisa Ciornaia deputy mayor of Lipcani says that she has had the best experience in understanding the specific activity in improving communal services rendered to population. "In addition to sharing lessons learned from the colleagues from Romania it has been useful to understand the importance of the communication with people in the process of creating and delivering communal services. I return back home with great enthusiasm and with the idea of an outlined process for the  development of the inter-municipal enterprise  in the North", said Larisa Ciornaia.

The study visit is part of the component for improving the communal services in the Republic of Moldova through the development of 10 inter-municipal cooperation projects implemented in several districts of Moldova, which enforce the provisions of the National Decentralization Strategy of the Republic of Moldova, approved by the Parliament in April 2012.

More than 120 000 citizens from 40 localities in the Republic of Moldova are the beneficiaries of the project. The project is implemented with the assistance of the Joint Integrated Local Development Programme (UNDP and UN Women) with the financial support of the Government of Denmark.
