As of today, those 3120 inhabitants of Festelita village, Stefan Voda district, will have a modern square and better access paths to the Village Hall premises due to a project implemented with the support of Joint Integrated Local Development Programme (JILDP).

Project on the management of the Village Hall courtyard was implemented at the initiative and with the support of the community and local public administration and was launched during the festivities devoted to national holidays Independence Day and "Our Romanian Language". "Till present, a light rainfall was enough to transform the courtyard of the Village Hall into a pond. For the elderly, mothers and children, that usually come to take their social benefits or a certain document, it was a real ordeal to climb the improvised stairs and not to fall on the slippery surface. Now, thanks to this project, the territory around the Village Hall building is paved, there are benches, a lot of plants and even an access ramp for those 8 disabled persons of our village. The image of our locality has changed and people became more open and more willing to improve their living conditions as well", mentioned Feodora Ciobanu from Festelita.

The Mayor Nicolae Tudoreanu stated that such projects are an escape for the Moldovan villages that have austere budgets and a great need for qualitative public services. The square was inaugurated along with the bust of Mihai Eminescu, raised with the support of the community and of an association from Romania. "Without the support of Joint Integrated Local Development Program, we couldn't have arranged the square and installed this monument in front of the Town Hall building. The launch of the bust of Mihai Eminescu gives added value, a spiritual one, to the project implemented with the JILDP's support", Nicolae Tudoreanu mentioned.

JILDP representatives, attending the event, said that Festilita village is one of those 70 pilot-localities of the republic supported by the Programme in order to draft local social and economic development strategies through an approach based on human rights and gender equality. This innovative approach implies the participation of all community members in identifying local priorities and yielding equal benefits of local development on all community members, including vulnerable groups.  Thus, to implement this project, Festilita village received a grant from the JILDP in the sum of 15 thousand dollars. The community contributed with another 15% of the sum.

Joint Integrated Local Development Programme is implemented by the Government of the Republic of Moldova with the assistance of the United Nations Development Programme (UNDP), United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), with the financial support of the Government of Sweden.

Programme aims to yield equal benefits of decentralization and local development on the vulnerable groups, including the discriminated, socially excluded and marginalized groups. In its activity, the Programme is guided by several basic principles: participation, transparency, accountability, non-discrimination, equality of rights, opportunities and benefits for women and men. JILDP works in 60 villages and 10 towns of 10 pilot-districts of the country, selected according to the vulnerability criterion based on the indices of deprivation for small areas.
